The rules already outline Army CIC and Tillman Air Force Base (3rd floor) as neutral zones, but I think that there should be more locations based on ROTC involvement. For example, PT is an ROTC activity, but its not in either of those locations, and sometimes the locations change. Here's the rules I think should be implemented:
All uniformed cadets (it should be easy to tell, if not, ask in this forum) are off limits during ROTC activities, this means at the very least during the hours of 6-7AM monday and wednesday and 330-530 on thursdays. shooting a cadet during one of these activities should result in a comatose state for the shooter, bc it could get cadets in trouble. However, en route to activities should be fair game.

Now I understand you plight, but who in their right mind is going to follow you at 6 in the morining. Also, that same question can be asked of a person who draws a weapon against a battalion of trained soldiers. I can smell the ass-woopin from here.

ROTC activities don't only occur in the morning. Besides, I've already gotten up very early for this game from time to time. Anyhow, I don't think it would be fair for them to be shot when their not allowed to respond, potential ass-whoopin or no.
anon's suggestion sounds very reasonable (I myself unbiased as I am not in the military).

This sounds fine to me. There is no way in hell im going after anyone with all of thier ROTC friends there anyway.

hey Anonymous -- ARMY isn't only at LAB during those times. Army also has morning PT on friday, Labs that go past 7, and even battalion meetings. (anonymous is in Air Force if anyone hasn't figured that out yet -- FYI). Tillman AFB -- LAWL.
I say if some cadet is surrounded by loads of other uniformed cadets and they are obviously in formation, meetings, tactics, etc. (or surrounded by an officer) then it should be a no fly, neutral zone. It isn't hard to distinguish this.
